This is a stunning dress by Ninth Moon.

The fabric is a very soft and stretchy spandex blend in a beautiful black and white palm print which was quite difficult to photograph.

The dress has a round neckline with a black border.   It falls from under the bust and has a black tie which continues around the back, allowing the dress to grow with you.
